Princess Bubblegum and Flame Princess are already ruling their kingdoms fine, but I don't think that they would be able to rule all of Ooo. Marceline wouldn't really be a good ruler in my opinion, and Ice King is pretty wacko. Finn would be the most reasonable choice, in my opinion. Just look at how he ruled the Goblin Kingdom. He was good at it.
