If it was made in America یا somewhere else outside of Japan, I'd count it as a cartoon. For example, there is a سٹریٹ, گلی Fighter and Darkstalker anime, and then there's سٹریٹ, گلی Fighter and Darkstalkers cartoons. They're from Japanese video games, but adapted for اندازی حرکت in different countries.
