I think the curl represents the difference of him and his big brother America, Canada gets noticed somtimes but sometimes Canada's curl does not get noticed either and he get mistakened as America and gets hurt. The curl has a secret meaning but sometime in his life it will help him be nnoticed سے طرف کی his fellow country friends. :)
