I mean, both of them make sense though. Neither is a "HELL NO" to Delena. Just that they have a ways to go before their relationship can go to the next step.

Damon has done so many terrible things, he JUST killed her brother. He's gonna need to prove himself... again.

I chose Nina's because it can be interpreted different. But I'm taking it as Stefan is the right brother in that he's the safe, reliable choice. Damon's much more impulsive (passionate) and a hell of a lot riskier. But I like my couples to have an edge anyway ;)

Lots of people aren't 'worthy' of their partners. You've got chuck and Blair, chuck is not really worthy of her, especially after what he did to her. But that can make a couple so interesting. Can give them their dynamic. Damon is going to have to work hard for Elena's forgiveness, and he should, he's not really worthy of her, she's pretty out of his league, but they have such great chemistry, and they have such an amazing story. But the whole Stefan being the right brother thing is just annoying. He may literally be 'better' for Elena in the way that he's the safer option, but there's no passion. Not between them. They just don't have that type of connection, and chemistry.
