Well at the moment Elena loves Stefan more and Stefan seems to love Elena. But I am pretty sure as the whole series progresses and Elena learns more about Damon and what he is really like, she will love Damon more. Damon is the type of guy that when he loves someone, it is pretty hard for him to stop loving her, like it was with Katherine. It will be the same when he loves Elena.
