I think she's closest to Ariel - her longing to be part of a world (twinkling stars), she keep filling her time while she's waiting with different activities, she leaves the tower on reckless impulse after Gothel told her not to go in dangerous world, she puts her trust in strangers more than her "mother". She is fierce, energetic and dreams of her own world.

With Mulan, i feel she's clumsy, socially awkward, quick thinker on her feet, resourceful, saves Flynn from guards much like Mulan saves Shang, She knows her dream would trouble Gothel like Mulan knew her actions would hurt her family,

Ariel is not there because She is kind of an obvious choice a lot of people find rapunzel and Ariel similar
