Why didn't Moana's grandmother use the دل of Te Fiti to restore her island when it was dying?

Her grandmother kept the دل محفوظ for many years, but when she saw that Te Ka's bad influence starts ravaging her island, she never even tried to use the دل to bring back life and plantation to where Te Ka's blight struck.
