Sirius is Harry's godfather. Apparently, a godfather in the wizarding world is a real "second father", much more than in the Muggle world. Or at least, a wizard/witch can transmit his/her wealth to their godson/goddaughter, much more easily than in the Muggle world, even if they are not related by blood, which is the case between Harry and Sirius.

Therefore, Harry and Draco are NOT cousins. Or, as all pureblood families are more or less related to each other, very very distant cousins.
