Voldemort is evil because of his beliefs and actions (eg. taking over the Ministry, anti-Muggle beliefs, Horcruxes etc.). James is 'evil' because he's HUNGRY.
Now back to the actual question. Voldemort looks scary. James apparently is 'hot', which is NOT scary.

Also, he can perform magic just fine without a wand. The wand is a magical instrument used to channel a person's magical energy so the person can properly use it. All wizards and witches can perform magic without a wand just fine (remember when Harry blew up his aunt Marge? Without his wand?). Most simply cannot do it very well.
As shown in the 6th book (6th BOOK, not really the movie, mind you), however, at about 11 years old Tom Riddle (aka Voldemort) could purposefully use his magical powers. He could control them extremely well, and he was already using them to dominate the Muggle children around him. This was before he got his wand. And I'm sure he had trained himself, through all of those years, how to fight with his magical powers alone if his wand was taken away from him. AND he also trained himself with his wand.
So the Dark Lord is proficient with or without a wand, he's an accomplished Occlumens (he doesn't just protect HIS mind, he can penetrate James' also), he can FLY, he's cold and ruthless, has lightning fast reflexes (physically and mentally), his soul is split into 7 pieces so you would have to destroy all 6 pieces before trying to kill him, and many other powers that we could only have nightmares about. Also, as others have mentioned, he did not die until the very end of the final book, whereas James perished...in the first one? Well he died in the END at least. :P (Being nice and giving James some credit here.)
So, uh, yeah...the Dark Lord not owning James' sparkly ass is quite laughable. Thanks for reading, guys!♥
P.S. You might want to like a character for more than just hotness, guys. Really. I pity you.
And it says who is a scarier villain, not who's the hotter villain. For God's sake ... let's try and jude without the hotness of the characters, unless specified.
1)Voldemort was responsible for the deaths of hundreds of thousands of people.
2)He is a complete psycopath.
3)His soul is split into fragments so to kill him you have to find and destroy all those fragments before taking him on (not to mention that one of these fragments is concealed inside a live snake, which Voldy can control and use to kill people).
4)He managed to infiltrate Hogwarts (which is supposedly one of the safest places in the wizarding world).
5)He has lots of devoted, insane followers.
6)He managed to take over the Ministry and gain control over Britain.
7)He looks really creepy.
8)He is very clever and very powerful.
9)He can fly.
There are probably loads of others but I can't think of them right now!!
1. Voldy killed MANY people, including men, women and children. He has slaughtered whole families. James takes forever to commit just a couple murders.
2. Voldy is good at planning. He almost succeeded. If he hadn't underestimated Harry and the power of Love so much, he would have succeeded. The plan James had was an epic fail. How did Alice and Jasper not hear him over the phone? Why didn't he assume the vamps would come anyway? Real smart... *sarcasm*
3. Voldy has a passion. He wants to rid the world of all that are unworthy in his eyes. He wants to become immortal, to conquer death. He wants power. James just wants blood. No real passion.
4. Voldy is MUCH harder to kill. Yeah, you can "Avada Kedavera" him, but that won't do it. You need to figure out what his horcruxes are, figure out where they are, get to them past his defenses and find a safe way to destroy them. With James, rip him up and set him on fire. Any vampire can do that.
5. Voldy took 7 books to kill. James took about 2 chapters.
6. Voldy was torturing little children before he was 11 years old! He could already control his powers as a little kid, and he used them to hurt other little kids. I haven't heard any of that with James.
7. Voldy can read and invade your mind. He is skilled in Occlumency. James has none of those powers.
8. If you are talking appearances, um, LOOK AT THE PICTURES! Which do YOU think is scarier?
9. Voldy can speak to snakes. That is creepy. In the movies, an almost schizophrenic feel is in the air. (Voldy is insane, but with other mental illnesses) James doesn't do anything of the sort.
10. Voldy has an army. He has Death Eaters, Acromantulas, Dementors, etc. James has two people who make hissy noises and hide at the first sign of danger.
There's more. I'm just bored now.
