I think he could find get it from someone else but not just any couple. The pair would have to be a bit more special than that. Seeing as Emma is the product of Snow and Charming she'd likely be able to have one made from her too. I wonder if it can only be made from Romantic type of love or if it could as be made from Family type love. Hm...

It'd have been a nice idea for him to have needed to make another love potion near the end of the series and to use his hair and Belle's this time. I think any True Love couple would work - which in this series basically means any endgame couple.
