Tamara too, she was genuinely sorry for her actions. But Cora had so much regret, so much that she was practically crying for feeling sorry for her actions. She loved Regina without her heart, but more purely when she got it back.

Tamara felt sorry for her actions but I feel like she was half saying this in order to be saved ,while Cora really regreted her actions maybe not towards everyone but towards her daughter ,in that last moment she wanted to be different for her child in order to love Regina properly .

I just loved her last words. "This would've been enough. You would've been enough." Just brought tears to my eyes. :'( That scene was so touching.<3

I don't think either of them did. In my eyes, Tamara was just saying she was sorry to be saved; and, unfortunately, Cora didn't live long enough to really change (imo).

Tamara wasn't bad....She was a pawn....She didn't knew the truth. But Cora did many awful things and she regret it. So i think she changed but it was too late.
