Cora is a very close second.

Also Zelena, who are both in my top 15 favorite fictional characters, but Anastasia is in my top 10. I love all of them, except for Cora and Tamara, who I just like. I re-asked this since Emma won this poll BY FAR!

Why couldn't we add Regina? She was once a villain. If you are doing it on who is currently not a villain, Zelena isn't a villain rn or Cora.

Because Regina is too popular and will hog all the votes. That's why is says "BESIDES Emma Swan/Dark Swan AND Regina." I'm trying to give the other characters a chance to shine, otherwise I would have voted for Regina if I had included her.

Also Cora and Cruella.
