Haley & Nathan weren't added because I can't think of too many times where they hurt her, but if you think they have, you can add them :)

Defintely Victoria. For the first 18 years of her life, and many times after that.

Though Lucas and Peyton have hurt Brooke, there's no question who hurt her the most....her parents!

I believe Brooke's mischievous ways were related to the lack of parental figures in her life. She was wild and at times out of control largely because she had no one to really guide her. Her insecurities were connected to her parents' lack of interest in her life. It's something BL actually share in common even if the situations are slightly different.

I believe in the show (and in life) that where you come from and who you grow up with structures who you become. Brooke never really had a "mom." And when Brooke became something of herself and did something great with her life, Victoria took advantage and basically ruined the company. Brooke turned out okay, but in high school, I think she needed that motherly guidance.

Deffinetly Victoria, Lucas is a close second.

She was her best friend and she betrayed her trust more than once.

Although Victoria is probably .. the number one choice. I'm going with Peyton because she's been there through all the seasons and we've SEEN her hurt Brooke over and over again.
