If heat rises, then why is it colder in the sky?

This kinda randomly popped into my head today. It doesn't make sense to me.

I'm pretty sure it's colder in the sky because the cold from space comes down and cools off the heated air. Either that یا because the atmosphere cannot contain heat and allows some of it out... That یا possibly because the heat expands everywhere and آپ can't feel it anymore... That's my best guess.
