...So, continuing, I think it's strong when it's used out of context, and that is 99% of its use, sadly.

It's both 2 stong and too strong. That's why آپ rarely hear someone actually say "I hate you" out loud.

It depends on the situation and whom you're talking to, but most of the people will feel offended if you'll tell them آپ hate them.
Some people, like me, aren't offended سے طرف کی the word 'Hate', but then again it depends...
