i guess if someone types many ^^^^^^^^^^^^( i dont think anyone will bother counting it) it emphasizes the above statement
whereas if someone uses ^ for only twice یا thrice,it means they mean about the sentence which is 2 یا 3 posts up...

as for me, if i want to reply یا تبصرہ on a post یا another تبصرہ which is like مزید than 3 posts up ,ill copy their تبصرہ and post my تبصرہ with it.....

Person 1: I love مونگفلی, مونگ پھلی مکھن cos its fun to eat
Person 2: But جیلی is better cos it has two "L"s
Person 3: ^^Same I really enjoy it (ill interpret it as this person is talking about what person 1 told)
person 2 : i like nutella better than مونگفلی, مونگ پھلی butter
person 1 : i like پینکیکس better than macroons
person 2 : i love oreos
person 1: i love donuts
person 2 : i love cotton candy
person 1 : i like candied apple
person 3 : @person1 " i like پینکیکس better than macroons"
yup meeee too!! i like پینکیکس better!!!

When I do it I'm referring to up. Using your example, id be replying to person 1 if I typed ^^.
But this is why I usually just @ people lol

Personally, when I happen to use multiple ^, it would mean that I am replying to the کہا post which can be found سے طرف کی the same number above me. So, yes, as Person 3, I would be replying to Person 1 that way. There might be times though where ^^ might be intended as an Emoji. That is much مزید noticeable if it is used in the end of a sentence !!!!

Emphasis would be ^^^^^ I think if the post is مزید than 2 above you'd just type @name, at least I would :v

I only use "^^etc." when I'm speaking to someone that many posts up
