Honestly, I felt sorry for pretty much everyone. I see this as a tragedy. I feel sorry for the parents who lost their children, I feel sorry for the children who were forced into their deaths, I feel sorry for the horse & those on board the carriage when it sunk into the marsh. I feel bad for Arthur who was given the cold shoulder when he entered the town, lost his wife, the guilt that was pressed on him as children around him dropped like flies after what he saw, and his end.

But, Arthur had a bitter-sweet ending, while the Woman in Black had no ending at all. A spirit locked on Earth because of her own stubborn bitterness, and her unwell condition that followed her even after death. Her child was stolen from her (in her eyes), she couldn't see him (at least in the movie), and then to have the boy who she desperately wanted to see die and left in the marsh.. it's just a lot of pain. What mindset is this woman in that makes her feel she has to do these things for acts of revenge? She can't escape from herself, so tormenting others is another outlet- blame them all. It's just.. sad.

I feel sorry for both, but at least Arthur's ending had a somewhat alright ending whereas the woman in black has no happy ending.

Everyone suffered equally, I'd say. Arthur and Joseph at least got to be reunited with Stella and go to Heaven. The Woman in Black will go through eternity engulfed and solitude and the blood of the children she sends to their doom, possibly unable to stop herself even if she wanted to; a creature of compulsion, a demon of vengeance.
