Neither. I think Hinamori has serious issues that fundamentally prevent her from being with anyone except Aizen, and that ship long since sailed. She's now so mentally traumatized by nearly being killed by the man she admired and, perhaps, loved, that she fundamentally can't trust anyone enough to give them that same level of affection.

That being said, if I had to choose, it would be Izuru. The relationship between Hinamori and Toshiro is much more like an adoptive brother and sister than anything else. Making that relationship romantic is creepy in many ways to me. Izuru is, by contrast, someone with whom I could see her having a relationship of this sort, if she was to have it with anyone.
