Debate Quote Contest: Who کہا It and Why?

Recently, I uncovered this quote in some late night just-for-fun research on some of my favorite human rights topics.
Unfortunately, if I posted this in the HR spot, I have a feeling no one would notice it. And since it is a very controversial quote, I figured I could post it here, and see what you guys think of it. So here's the deal: Who said this quote, of whom are they speaking, and (bonus points!) why did this person say this? ""I do not admit that the dog in the manger has the final right to the manger, even though he may have lain there for a very long time. I do not admit, for instance, that a great wrong has been done to the Red Indians of America, or the black people of Australia. I don't admit that a wrong has been done to those people by the fact that a stronger race, a higher grade race, or, at any rate, a more worldly-wise race, to put it that way, has come in and taken their place."
