I think she's more boring than the other 3. She's obsessed with being the fairest of them all. Though the transformation scene was awesome. I think the top 2 should be Maleficent and Mother Gothel.

I thought really long about this...the only thing I know for sure is that I think that Maleficent is the best of all (really, cursing an innocent baby and planing to keep Prince Phillip imprisonet for 100 years...*shudder*). With the other three, it's mostly nuances. Mother Gothel for example is the first Disney villain people actually felt for. Not that I agree, but I think it is very interesting that there were even discussions about the validity of her actions. She is the least powerful of all, though. On the other hand - what she does hits so close to home. She is the most realistic villain of the ones left, so I guess, I agree with dimitri_is_hot that she would deserve the place 2 spot.
The Evil Queen has just a great design. Yes, her motivation is not very strong, but she is so terrifying when she speaks directly in the "camera".
On the other hand, Ursula is great too, sneaky and very much a planer. But I finally decided to pick her because of the level of success of the villains left. Maleficent of the Emporess of Evil, her reign or terror lasted long and would have lasted even longer if not for three pesky fairies cheating left and right. Mother Gothel owned the power of the flowers for thousand of years and kept Rapunzel under her thumb for 18 years. The Evil Queen was, well, the Queen, and she nearly won. She would have smashed the dwarfes, if not the bolt of lighting had conveniently stuck.
Ursula...she apparently lived in the palace in the past, but lost the power she once had and was now stuck in her cave. And when she finally gets all powerful, the first thing which happens is her loosing her beloved sidekicks and then she gets killed because she is too focussed on killing a mermaid on dry land.

The Queen wasn't asking about inner beauty, she was asking about outer beauty. She should have just made a potion to make herself prettier than Snow White and than the entire problem would be solved.

All she had to do was change her name and her plan would have worked!

Unlike the other three, she doesn't really cross me as pure evil until she gets the magical pitchfork of power the other three I could feel evil when every they were on screen, but out of all of them the best would be Maleficent.

She had all the power in the end, and could not use it adequately. Quite lame...
