Sigh...I still feel people are confusing this with "best leader", this countdown is about who has the personality to WANT to run for president and be compelling enough to WIN. Elsa in the first place wouldn't want the responsibility and even if she did she doesn't have an outgoing enough personality to grab voters attention..

She lets "the storm rage on". Meaning that she doesn't care if a storm (not just literally storm, but other troubles as well) coming. She will be an irresponsible, always "let it go" and "never thinking bright when there's a danger" if she becomes a president.
