What's the difference between the trace and keeping track of magic سے طرف کی location?
In book two did the ministry know about dobby's magic because they kept track of Harry's location یا because dobby was near Harry. It says in book four that in a household where there are adults and minors, they can't keep track of who does what but they trust the parents to enforce the no magic rule.
