How we can properly & safely use muriatic acid to take a sealer off a concrete garage floor, so you can apply Rustoleum paint on the floor?

Just use proper safety tools like gloves, goggles etc. remove all the unnecessary things in your garage floor.

The key things to remember are safety glasses, proper ventilation,and adding acid to water.I suggest you to read your acid documentation.I would highly recommend a respiratory safety device for acids.
