If you're talking about the whole shot, it's from JAG, episode that introduced NCIS, season 8, but I am not sure if it was episode Ice Queen یا Meltdown.
I have wondered the same thing. If آپ look closely at the shot, آپ can see two smoke stacks slightly to the right of the Capital building. That would be the capital power plant located on E سٹریٹ, گلی , a few blocks North from the capital complex. Based on that, the shot had to be taken from somewhere NE from the capital, most likely Bladensburg Rd یا possibly Rhode Island Ave. Those are the 2 streets that have 4 lanes and a median.
Guys and gals... NCIS is filmed primarily at Santa Clarita Studios near my house in Santa Clarita California. They are constantly filming outdoor crime scenes in and around my town. At the end of the opening credits they simply took a real picture of the Capitol building and superimposed it in the background of real footage of McBean Parkway near my house. The shot was taken along McBean Parkway just east of both Interstate 5 as well east of the Tournament Road/ Rockwell Canyon junction with McBean. The curve in the road near the back of the shot is right before McBean Parkway runs into Orchard Village Road. For fun آپ can مککا, عجیب الخلقت in 24990 McBean Parkway in Santa Clarita California and then switch to Google سٹریٹ, گلی View and آپ will see basically the same shot. Don't forget that opening sequence was filmed in probably 2002 یا 2003 so the trees have gotten much older since then. But you'll see the same back of the sign that's right above "Donald" in Donald Bellisario's name (in the credits) in Google سٹریٹ, گلی View. Don't forget that they shot from a large boom کرین as well, so hence it is slightly above Google's سٹریٹ, گلی View level.
