How come Licorice Whip was only in one episode?

I really enjoyed Licorice Whip. He's the only male سٹرابیری, اسٹرابیری shortcake کی, شورٹکیکی villain other than the Pie Man. Why wasn't he سٹرابیری, اسٹرابیری Shortcake's main antagonist?
