Well, the thing with Doctor Who is that we can never be sure. Everything can happen in this show.
But to be honest I don't thnik that John Simm will be the Master again. The End of Time was like saying goodbye to all Russell T Davies' characters, so even if the Master return he will return in some new Steven Moffat version.
