I'm a little confused سے طرف کی this...

..So someone added me on here and I went to add them back and I saw this. Their age says 12, even though you're supposed to be 13 to get it. Now I know people under 13 sneak in anyways, but they usually have an older age on their پروفائل because I didn't think it would let آپ put anything where you're under 13 on where آپ put your birthday. (Am I making sense? I seem not to be but I'm explaining as best as I can..) Anyways, could someone explain why fanpop would allow آپ to put this, that you're under 13, as your age on your پروفائل when you're supposed to be 13 to get in? :/
