HELP SOULSILVER PROBLEMS!!!!

Okay I have my Soulsilver emulator with action replay cheats on it such as Pokemon modifier even i I don't turn it on there is always wild Arceus at level 100 and thats without turning the cheats on and for example say I have 386 Master Balls instead of Deoxys I get Arceus and thats so annoying because thats when its turned on but when off well I کہا it earlier I need help!
