To me, the picture of Damon and Elena seems مزید intimate and the one with Stefan. In the one with Stefan she is facing out while he's gazing at her. She has her hand on his tie, but the pose isn't as intimate as the one with Damon. It seems like she has her sights elsewhere, while his focus is mainly on her.
In the picture with Damon, he is leaning over her مزید intimately. She has a similar pose as she does with Stefan but her body appears مزید molded closely to Damon's. It's almost as if the picture originally was made to feature Damon and Elena and then they made one of her with Stefan as if it were an afterthought. I could be wrong, but maybe the covers are meant to represent her transition into a vampire. Who knows.
