Little bit of both, I guess. Belle is a pretty independent heroine whose choices drive the plot forward, but she also doesn't have the most agency ever.

The live-action film was fake feminism unlike the animated film. Wearing boots does not make someone feminist. Teaching a girl to read when in real life, there were no rules against girls being taught to read, was just done to make Belle seem more progressive. Belle also escapes the castle in the animated film.

It was a very, very shallow kind of feminism that might have been revolutionary 50 years ago but now we've seen iy dozens of times over the years. It's not presenting new ideas or even presenting women as flawed individuals the same way men are allowed to be. Belle is even more idealized than in the cartoon, and worse, she's quite snobby toward everyone else than she ever was in the cartoon and it's heavily portrayed as a positive thing. Also, all her antagonists are depicted as cartoonishly terrible, so it's incredibly easy for her to look smarter and morally better by comparison (which the cartoon did too but less obnoxiously). Basically, everything is changed so Belle is the smartest, bestest person in the room at other characters' expense. That's patronizing and not at all how empowerment for girls looks.
