She didn't really develop that much. I think she should leave before Elsa.

I think they are all pretty developed but Merida is just the least devoloped

Aside from realizing that it might be a good idea not to marry a random guy immediately...I don't think that she changed that much. Or at all.

She is not developed, she is imbalanced.

Definitely Elsa. I love her, but she didn't appear for less than 1/2 of the total movie. Anna is pretty tied with Elsa for my vote here.
I think that Merida developed the best. From, "You've never been there for me!" to "You've always been there for me, you've never given up on me. I just want you back."

No doubt, especially compared to the others.

And Anna. Both just...went in a circle of Development (Sing it to the tune of Circle of Life)

She didn't change at all. I agree with Swanpride, realizing that you don't have to marry a guy you just met isn't developping.
