I think the answer is kind of complicated. Hikaru shows his feelings more because he is immature, but I think that Kaoru's love for both his brother and Haruhi are so great that he has to let both of them go

Kaoru is the one who asked Haruhi out and then he got sick so Hikaru went out with her instead

the 'sickness' was part of a plot to get hikaru to go and make up with haruhi after their fight
