^^I agree too ,though I believe Lucas was a little bit more team Naley than the others were !

Lucas didn't like the idea of them at the very beginning, but was very supportive when Haley left on tour...Brooke was kind of "excited" about their relationship, she also did a lot to bring them back together in S2, also helped Hales a lot with her pregnancy. So I'd go with Brooke:)

I chose Peyton because at the very beginning I felt she was the only one to support them. Brooke really tried to messed up things when she read in front of everyone the note Haley had written to Nathan at Nathan's party. Lucas hated the idea of them until they really proved they were really in love. But Peyton always encouraged Nathan and Haley to date.
I'm only picking on basing myself on season 1 since after that they would all be supportive.
