The person who made the spot was Kathiria82, but like zivka کہا in this link she was banned. So I believe we don't exactly have a spot creator, but the جملہ معیاری could get changed through a message to Dave یا Papa. آپ should ask rachaelwsz, I think that's how she got the icon/banner changed.
