Is there really such a thing as a ROUGE Pokemon یا not exactly?

Actually if آپ watch the episode "A Conspiracy to Conquer" آپ will see a bad Pokemon. MALAMAR IS PURE EVIL! That Malamar in the episode had no trainer and it was PURE EVIL!
