I don't think he deserved what happened to him, to be quite honest.
All I can say is that Octavian was loyal to Camp Jupiter until the very end. He didn't know that Leo was possessed when he fired on New Rome and the camp, so you shouldn't blame him, although he did start the war.
It's kind of hard to explain, but, as I said, he was loyal to Camp Jupiter and anything he saw as a threat to it (Camp Half-Blood), he would try to destroy. Wow, that's really helping the matter...
But I hate it whenever anyone hates on Octavian. I HATE THE UNNNNNNNIVVVVVERSSSSEEEEEEEE.
