Mia rinaldi

Okay so I've just finished reading the series again for I think the millionth time. But something has occured to me who is this Blond Strigoi? Where does this guy reconise Rose and Lissa from? This has got me stumped because I've read the series on perpose once just to look for this Strigoi, but he no where througout the series - unless I'm to concerned about Dimitri and Rose - and it's really frustrating because I think a fair few of us would like to know his origrin in the story. From all the study I've done on him the only conclusion I've come to so far is that he knew them before Lissa...
