I guess it's all about personal opinion, but I don't really think it's all that rare. It really depends on where you search; fanfic.net has a ton of good ones I really don't care for DA ones though.

Maybe I'm just searching in the wrong fandoms, but nearly all of the fanfiction I've read has been awful.
I have, however, read a few that were at least decent, and there's at least a couple that I thought were really good and I still think about on occasion.

Fanficitons I read are even better than some books :P
