Club Backgrounds... Can every Spot have it?

From what it looks like (so far), it only seems to be کلب with lots of members that can be customized سے طرف کی fans. I went onto some ghost town spots that lack شبیہیں and banners, but did not have the option to suggest any candidates. However, I did see the option available on مزید مقبول spots.

I just had a look at the "edit club" options for a spot that I made (it has around 300 members), and while I'm still allowed to change the شبیہ and banner the old fashioned way, there was no option to add a background.
