On Fanpop ہوم page there is a bar that is green and in the upper right (on my browser). It says "Start a new club". If this was not what آپ were asking, sorry.
Fanpop doesn't allow new members to create کلب instantly. آپ have to wait a few months after creating your account before آپ can start a new club. It's supposed to make the creation of duplicate یا spam کلب less likely.
